Overview

On 1/1/13 at about 3:45 p.m., Trooper Francisco Rios obsrved a vehicle parked in a suspicious manner behind a business in Premont, Texas. Trooper Rios slowed his vehicle to initiate a U-Turn to make an attempt to check on the vehicle. As Trooper Rios entered the alley, he only observed dust as the vehicle had left heading south along the alley, Trooper Rios also entered the alley in an attempt to locate the vehicle. As Trooper Rios got to the end of the alley, he found the vehicle now parked in the grass on the corner of the alley and NW 6th Street. Trooper Rios saw three occupants exiting the vehicle and beginning to flee on foot. The occupants were observed to be two females and one male. Trooper Rios concentrated his efforts on the driver and chased after the young juvenile male through a vacant lot. Trooper Rios made contact and arrested the young male subject. After the arrest, Trooper Rios returned to the location of the vehicle and observed some bystanders standing in a driveway of a residence across the street from where the vehicle had come to a stop. Trooper Rios found that one of the occupants, a young female was lying on the ground in the carport area of the driveway. Trooper Rios went to the location and found the young female to be unconscious and unresponsive. Trooper Rios immediately sought medical attention. While waiting for the arrival of the ambulance, Trooper Rios noticed the female stopped breathing. Trooper Rios attempted life saving measures such as CPR until the arrival of the ambulance service. Personnel from the ambulance service arrived and found that there was nothing further they could do as the female was deceased. A Justice of the Peace from Jim Wells County was summoned, pronounced the female deceased, and ordered an autopsy. It is not known why the female fell down or what caused her death as no visible signs of trauma could be seen on her body. The autopsy and the toxicology results are pending. The investigaiton is being conducted by the Texas Ranger Service.
