Overview 
24 year old Rueben Ruffin Jr. of Frankfort died about 30 minutes after being shot by a Kentucky State Trooper. Police said that the shooting followed an incident in which police answered a call abouit a person turning donuts in a Daviess County field. Police found the black jeep involved at a home and spotted a man coming out. The man, Ruffin, got back in the jeep and drove through a field and crashed. According to police, he came out of the car with a gun and approached Trooper Blake Owens, who ordered him to drop his gun. He didn't and Owens shot him.
