Overview

On 12/17/07 at approximately 1804 hours Sergeant David Stout pulled over a Gray 2003 Ford Focus for a speeding violation in the 1600 block of Spur 325. The Ford Focus stopped on the right shoulder of the roadway. The female driver gave the name of Tammy Carter and had no drivers license or identification. Sergeant Stout placed the female under arrest and handcuffed her. Officer Deejail Viroj was escorting the female back to his marked patrol unit to transport her to jail. Officer Viroj was placing the female in the right rear passenger area when she pulled away and ran out into the roadway crossing three lanes of traffic. The female was struck entering the fourth lane by a Silver 2001 Chevy Van driven by Josh Leung. Leung stated that he was traveling in the left lane of the roadway. Leung stated that he observed the police units on the right shoulder and did not see any officers. Leung stated the next thing he heard a loud noise. The female had impacted the front right of the van and into the windshield on the passenger side of the van. Grady Smith of the Medical Examiners office of Wichita County pronounced the female at 1910. Smith also wrote an order for an autopsy. The autopsy report and toxicology report are still pending. The female was identified by fingerprints as Lakedra Shamar Randle 05-21-1984.
