Karl Taylor, 52, died Monday at the Sullivan Correctional Facility about 100 miles from the city. “There is an ongoing investigation by the New York State Police,” said Linda Foglia, a spokeswoman for the state prison system. Foglia declined to provide further information about how Taylor died and how the officers were injured. In 1995, Taylor was convicted and sentenced in Rensselaer County for three counts of rape in the first degree and one count of sexual abuse in the first degree. Taylor was serving a term of 27-to-55 years. A law enforcement source said Taylor attacked the officers, who were expected to survive.
In April of this year, two people -- both also African American -- were allegedly beaten to death within one week by DOCCS staff. Karl Taylor, 52, died following a beating at Sullivan Correctional Facility, and Samuel D. Harrell, 30, was dead after he was brutally assaulted by guards at Fishkill prison. His spine was reportedly broken. Apparently Mr. Taylor and Mr. Harrell were being treated by the Office of Mental Health. DOCCS has yet to release any official report or response to the allegations of murder.
