Overview

Police identified the man who was shot and killed by a Yuba City officer early Saturday morning outside a motel.

Joseph Sin, 43, was wanted on $500,000 arrest warrant from the Marysville Police Department for kidnapping, Yuba City police said Sunday.

Police said Sin was shot and killed around 1:30 a.m. Saturday when he ran from officers at an EconoLodge parking lot in the 700 block of Palora Avenue.

Sin was first seen outside a car leaning through the window. When officers contacted him, Sin ran and led them on a chase. At some point, shots were fired. Police said Sin was pronounced dead at the scene and an officer was shot in the leg.

Police would not say who fired the first gunshot. Investigators said the suspect's gun was recovered at the scene.

The police department offered its condolences to Sin’s family in a statement Sunday.

“It is unfortunate that he chose to run from the officers doing their job by conducting an early morning security check in an area known for frequent criminal activity,” the statement read in part. “Mr. Sin's actions initially and as the incident unfolded created a string of events that eventually led to his death.”

Police said the officer involved in the shooting was Brandon Martin. Martin was taken to the UC Davis hospital for a non-life-threatening gunshot wound and was discharged Saturday night. He is on paid administrative leave pending the outcome of the investigation.

“All of the involved officer's actions were both heroic and forceful to prevent additional injuries or loss of life to the other officers on scene,” the police department said in the statement.

The shooting is now under investigation. The Yuba/Sutter County Officer-Involved Shooting Team will be leading the investigation. Investigators will “determine if the officer’s actions met the legal requirements of the use of deadly force,” police said.
