Overview 
Police fatally shot a Vallejo Toys "R" Us employee after he and two others used guns and masks to commit a brazen, late-night takeover robbery at the store, cuffing seven workers with plastic cords and pistol-whipping one, authorities said Wednesday.
Two officers fired on 20-year-old Fonotaga "Junior" Tili at about 9:30 p. m. Tuesday after he fled through nearby parking lots -- at one point trying to carjack a motorist -- then continued across a road and up a hill toward a condominium complex, said Vallejo police Lt. Lori Lee.
