The incident began before 7:30 a.m. Saturday, when Oakland firefighters saw a man unconscious or asleep in the BMW stopped on the Lakeshore Avenue exit from west Interstate 580, police said. The car was stopped several feet from the stoplight at Lakeshore and Lake Park avenues. After firefighters saw a handgun on the passenger seat, they called police, who arrived and set up a perimeter around the car. Over the next hour, officials said police attempted to wake the man and placed a block in the front of the car to prevent it from moving. Police first used a bullhorn in an attempt to wake the man and then unsuccessfully tried to break the car windows with bean bag rounds. A group of officers next approached the car and used a device to break out the passenger side windows, police said. The loudspeaker was used again. Officers finally approached the car and found Hogg awake, police said, and a confrontation ensued between him and officers. One officer used a Taser while a second officer fired a gun, striking Hogg. He was taken to Highland Hospital, where he was pronounced dead.
It was reported on November4, 2015 that the family of Demouria Hogg filed a federal wrongful-death lawsuit against the city of Oakland, accusing officers of using excessive force during the deadly standoff. The family is seeking unspecified damages after the fatal encounter.
