Ryan Salonga, 25, of San Francisco was shot and killed by Officer Andrew Harper on Oct. 22 after Salonga allegedly drove a stolen car in the officer's direction. It was the first fatal officer-involved shooting in San Bruno in at least 20 years.
In a lawsuit filed in U.S. District Court in Oakland, Salonga's parents, Romeo Salonga and Anne Rebucas, and two children said Ryan Salonga was shot dead without justification.
Salonga and his passenger were "unarmed, and neither posed a legitimate threat to the officer," said the suit filed by attorneys John Burris and DeWitt Lacy on behalf of the family.
