Overview

The family members of the girl who was shot and killed Tuesday have identified her as 16-year-old Elena Mondragon of Antioch.

“It’s not the same knowing she’s not going to be here tomorrow. It’s just hard. It’s just hard,” Elena’s uncle Miguel Minjares told KRON4’s Philippe Djegal.

Miguel learned early Wednesday morning that his niece, known as Ebbie, was the young girl killed Tuesday night.

The incident began when Fremont detectives working in Hayward tried to stop a man wanted in connection with a string of armed robberies in Fremont.

At 5:20 p.m. the detectives located the man in a reportedly stolen vehicle and tried to stop him near the California State University, East Bay campus.

As they approached and contacted the suspects inside the vehicle, the driver suddenly drove into the detective’s police vehicles, injuring two Fremont police detectives.

During the incident, the detectives fired their weapons at the suspect driving the vehicle and struck Mondragon.

The vehicle continued to drive out of the apartment complex, but eventually crashed near the intersection of Campus Drive and Oakes Drive, police said.

One male suspect allegedly fled the vehicle on foot and remains at large. He is described as a black man, heavy build, 5 feet 10 inches tall, with short hair, police said.

Another male and a second female occupant of the vehicle were taken into custody near the scene without further incident.

Mondragon was treated by the Hayward Fire Department at the scene and then transported to a trauma center where she died of her injuries, police said.

The two Fremont police detectives who were injured were treated and released from a local hospital.

The Hayward Police Department is investigating this incident and conducted a search of the area for the male suspect who fled the scene.

The Alameda County District Attorney’s Office is also conducting an investigation.

Legal Action

March 2018 Two Fremont police officers who fatally shot a pregnant 16-year-old in Hayward last year during an armed robbery investigation have been cleared of wrongdoing by the Alameda County District Attorney’s Office, an official said today.

Fremont police Capt. Fred Bobbitt said a report from the Alameda County District Attorney’s office determined that Det. Joel Hernandez and Sgt. Jeremy Miskella were justified when they shot into a moving vehicle, striking Elena Mondragon of Antioch on March 14.

March 2018 Alameda County District Attorney Nancy O’Malley accepted a $10,000 campaign donation from the Fremont police union just months before her office cleared Fremont police officers of any wrongdoing in the fatal shooting of pregnant teen, Elena Mondragon. In addition, the president of the Fremont police union — Sgt. Jeremy Miskella — is one of the cops that shot Mondragon to death one year ago and was subsequently cleared by O’Malley’s office.
