Overview

According to LASD deputies, they responded to a call of gunshots fired, were directed to an apartment complex, and Luckett “matched the description” of the alleged shooter. According to the LASD, “a deputy ordered Luckett to raise his hands, walk to the radio car and place his hands on the hood,” and deputies claim that Luckett raised his hands then allegedly “dropped his left hand toward his waistband.” LASD claimed that Luckett was shot twice. The County Coroner’s report show that he was shot twice. No weapon was found.

An investigation by KPCC found one in four people shot by law enforcement officers in Los Angeles County — like Luckett — do not have a weapon: not a gun, not a knife, not even a stick.

Police in Los Angeles County fatally shoot black people at triple their proportion in the population, an analysis by KPCC has found. The pattern is not repeated in any other racial group.
