Overview 
The family of a man who was struck and killed by a car driven by an Oakland police officer near Lake Merritt filed a wrongful death lawsuit Thursday.
Bien Cam Tran, 58, was in a crosswalk walking northbound across East 12th Street at Third Avenue about 1:30 p.m. Aug. 30 when he was hit by a black-and-white Ford Crown Victoria driven by Officer Devin Underwood, according to police and the suit filed in Alameda County Superior Court in Oakland.
