Overview 
Baltimore County police on Wednesday identified a man fatally shot by officers and a second person who was charged following a burglary in the Woodlawn area.
Police identified Allen Harvey Jr., 23, of Fairfax Road in Baltimore as the man who was killed Tuesday. They said he was attempting to flee after a burglary on Dogwood Road. As he got into a green minivan, an officer tried to stop him by reaching into the open driver's-side window. Police said Harvey drove forward, hitting a parked car and dragging the officer with the van. The officer and two more who responded as backup opened fire.
Harvey was pronounced dead at Maryland Shock Trauma Center. His uncle, Leon Harvey, 54, attempted to run from the scene, police said, but K9 officers later caught up with him on a nearby street. He was not injured.
